Current and future conflicts will be shaped by adversarial anti-access and aerial denial (A2D2). The concept Multi-Domain Operations (MDO) is a strategy to counter A2D2 campaigns and requires Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) capabilities that are agile, interoperable, multifunctional, and networked. The goal of MDO is to minimize the time between sensing and response in highly contested battlespaces.

Unmanned aircraft systems (UAS) are critical enablers of advanced C4ISR systems in MDO because of their strengths, including:

• Low-cost (e.g., compared to manned aviation)
• Low-observable (e.g., minimal radar, infrared, and acoustic signatures)
• Low-risk (e.g., minimal forward presence to function)
• Survivable (e.g., electronic attack and jam resistance)

• Flexible (e.g., can be joint-service capability integrated at the tactical or strategic level of operations)
• Agile (e.g., can be rapidly mobilized, deployed, and re-deployed)
